Kontrobersyal ang " parallel operation" ng dalawang information technology providers that handles LTO licensing and vehicle registration system.
Ang STRADCOM ay isang domestic IT Provider nag nagooperate ng old IT INFRA ng LTO sa ilalim ng isang build operate agreement simula ng 1990s samantalang ang DERMALOG naman ay isang German technology firm na kinontrata ng LTO noong 2018 para sa Land Transportation Management System (LTMS).
Kamakailan ay naglabas ng direktiba ang Ombudsman sa LTO " to stop the use of STRADCOM system and shift completely to the LTMS. HOWEVER, LTO continue to use STRADCOM for parallel operation citing UNRESOLVED TRANSACTION ISSUES AND PENDING COURT CASES. Paliwanag ng LTO, DERMALOG FAILED TO COMPLETELY HAND OVER SOURCE CODES, ENCRYPTION KEYS ETC.
Pero giit ng OMBUDSMAN bakit ang mga local LTO Offices ay prinoproseso ang mga TRANSACTION gamit ang lumang sistema ng STRADCOM kaysa sa LTMS at may extra charge na "computer fee" na halagang 67.63 hanggang 169.06 pesos. Samantalang sa LTO LTMS ay walang babayaran na computer fee. Dahil dito ang grupong Coaltion 169 ay nagdemanda na nagresulta sa preventive suspension ng ilang dating LTO officials at humihinhii ng 28.56 billion pesos na refund sa binayad na computers fees.
Pero wala bang alam ang DOTR sa parallel operation na yan?
Sa isang approved briefing memorandum dated December 12 2023 na nakuha ng LCSP, lumalabas na aprubado ni dating DOTR Sec. Jaime Bautista ang " parallel implementation ng LTO- IT SYSTEM at LTMS sa ilang areas at transactions where LTMS cannot perform such functions due to design flaws, lack of functioning testing and/or lack of training. At may mga sulat natanggap ang LTO galing sa ilang transport groups tulad ng Pasang Mazda ACTO at ALTODAP requesting for the continued operation of "parallel implementation " dahil di umano hindi kaya ng LTMS ang multiple transactions at kailangan pang bumalik balik kaysa maayos ang dokumento sa isang lakaran atbp.
May resolution rin ang E- Governance Department ng DICT ng 14 violations based on system audit and joint technical investigations allegedly because DERMALOG JV has not delivered the completely the components of systems for MVIRS,LETAS,DLS. EIS, RCS,
and the non drlivery of the core systems which cannot be utilized in its full capacity AND CANNOT BE USED FOR THE PURPOSE IT IS INTENDED BY THE LAND TRANSPORTATION OFFICE.
May COA Findings din na nagsasab " taken collectively, LTMS had not achieved 100 percent contractual, functional, and operation completion."
Pero bakit nangyari ito? Dahil ba sa mga dating LTO officials kaya preventively suspended sila?
Pero teka bayad na ba ang DERMALOG, baka naman kaya ganyan e hindi pa sila fully paid?
May mga request ang LTO sa Kongreso, COA, DBM at DOTR na bayaran na ang DERMALOG dahil baka kaya hindi pa na turn over ang data base at source code ay dahil hindi pa bayad ang gobyerno sa DERMALOG?
Sa gitna ng naguumpugang bato na DERMALOG AT STRADCOM ay ang publiko ang naaapektuhan. Libre sana ang LTMS , hindi naman kumpleto ang system. Kaya nagkaroon ng parallel implementation at may bayad na computer fee.
Abangan natin ang resolution ng OMBUDSMAN.
