Repeat Violations: Campaign Posters of Kid Peña Found Stored in Makati Barangay Hall

Discovery Follows Earlier Incident Involving Luis Campos’ Campaign Materials in Another Barangay Facility.

Makati City, Philippines — Another apparent incident of improper use of government property for partisan purposes has been exposed as campaign materials of incumbent Congressman and Vice Mayoral candidate Kid Peña were discovered stored inside the Barangay Hall of Barangay Pio del Pilar during a house-to-house campaign on May 9, 2025.

The discovery was made while Senator and Mayoral candidate Nancy Binay and former Congressman and Vice Mayoral candidate Monsour Del Rosario were visiting the barangay hall to greet public servants. What they found instead were posters and paraphernalia promoting their rival — stored within a government facility, in clear violation of COMELEC Resolution No. 11104, Section 34(b). The resolution explicitly prohibits the storage of "posters, sample ballots, or any paraphernalia that tends to promote the election of a candidate" in any barangay hall, covered court, or other government property.

This marks the second confirmed violation involving the same political camp. On April 29, 2025, the Binay-Del Rosario team also uncovered campaign posters of Mayoral candidate Luis Campos, Peña’s running mate, inside the barangay hall of Barangay Pinagkaisahan. In a public statement on his Facebook Page, Campos admitted that the materials were stored on a table inside the government facility for residents to take home — an act that still falls squarely within the definition of prohibited election conduct.

These repeated violations reflect a disturbing pattern of impunity and abuse of state resources for political gain. The use of barangay halls — which are supposed to remain neutral and non-partisan — as campaign storage hubs severely undermines the integrity of the electoral process and tilts the playing field unfairly.

The Binay-Del Rosario camp is calling on the Commission on Elections (COMELEC) and other appropriate agencies to launch an immediate investigation and enforce sanctions on those responsible for these blatant violations.
